The Court held the sentences were not manifestly excessive: having regard to the organised nature of the operation, the active role of the first applicant in retaining and transporting multiple forged passports, the international security implications, and relevant precedents, the starting points and discounts applied by the trial judge were within the permissible range and the application for leave to appeal against sentence was dismissed.
