By majority the appeals were dismissed and the District Court's ruling of no case to answer on the charges under s.4(2)(a) and s.11(d)/(e) was upheld: an unused or unaffixed National Health Insurance adhesive stamp is not a "valuable security" within the Forgery Ordinance as it does not, by its own tenor, create an enforceable right to money and is properly characterized as a money token/accounting device; accordingly the indictment under the higher-value-security provisions failed (the court noted such stamps might be dealt with under s.7(4)(a) concerning seals/dies but did not finally decid…
