Section 5(1)(b) of the Country Parks Ordinance is an independent, non‑redundant duty requiring the Authority to refer policies and programmes to the Board for consideration and advice; however, individual factual assessments and recommendations on whether particular enclaves should be included in country parks are executive implementation steps, not 'policy' or 'programme' within s5(1)(b), so the Authority was not obliged under s5(1)(b) to seek Board advice on those specific recommendations; appeal dismissed.
