The PIC chairman and deputy chairman have power to reconsider and reopen a complaint previously dismissed under section 6(3) where there is new or additional information or the earlier decision was vitiated by error; a first‑stage dismissal is a preliminary administrative filtering decision not a final judicial determination giving rise to res judicata; on the facts the PIC lawfully reopened the matter and referred it for inquiry and there was no prejudicial failure of disclosure; the judicial review application therefore fails.
