Reciprocal security under Order 75 r.27 refused as to the 1st Plaintiff because its vessels remain arrestable in Hong Kong; security for costs under Order 23 r.1 ordered as to the 2nd Plaintiff (a South Korean company whose vessel cannot be arrested and against which foreign enforcement is uncertain). Having weighed merits, delay and quantum, the appropriate security was reduced to HK$600,000 to cover costs; 2nd Plaintiff must provide within 28 days or its counterclaim will be stayed; costs allocated as ordered.
