The magistrate lacked jurisdiction to impose a disqualification because neither the Western Harbour Crossing Ordinance nor its bylaws authorised disqualification as a penalty, and s69(1)(h) Road Traffic Ordinance does not extend to an ordinary speeding offence created under the bylaws; subsection (h) applies only where a vehicle is used to commit an independent criminal offence or to escape apprehension.
