Objective dashcam evidence showed appellant began cutting from left-second lane into left-first lane, turned his vehicle about 45 degrees and collided with the complainant's car while visibility was poor; appellant failed to exercise appropriate caution and reasonable regard for other road users in heavy rain, thereby committing careless driving under RTO s38(1); the High Court found no basis to interfere with the magistrate's factual findings and dismissed the appeal.
