The magistrate properly applied contract principles to the statutory phrase "offers for sale" and, having regard to the display plus the appellant's repeated words "feel free to look, choose and buy while stocks last" addressed to specific customers, was entitled to infer an intention to sell (an offer). That inference justified upholding the s.118 conviction. Independently, Customs officers had reasonable grounds to act under s.17A, so the obstruction conviction under s.17F was properly sustained.
