The URA was entitled to a separate order for costs because it had a distinct statutory interest and a separate issue to be determined — namely the legality of the development scheme under the Urban Renewal Authority Ordinance — which required separate representation; the URA's submissions and evidence were not merely duplicative of the Board's and failure to allow separate costs would inadequately compensate the URA for defending interests uniquely its own, so application of the Bolton principle justified ordering the applicants to pay the URA's costs.
