Section 27(2)(d) of the Broadcasting Ordinance does permit disclosure in the public interest but the Authority lawfully exercised its discretion after considering the technology‑neutral policy and the particular facts, reasonably concluding the public interest did not require disclosure; the decision was not irrational or procedurally unfair and Galaxy's request was a minor variation under licence condition 32 not requiring gazettal as a new licence application; judicial review dismissed.
