The Senior Manager's late May 1988 decisions to suspend the mother and to ban the son were made without hearing the applicants and therefore were unfair and unlawful; the subsequent hearing on 4 January 1989 did not cure the procedural defect for the mother and did not suffice for the son, and the applicants are entitled to damages because the regulatory scheme created an implied contractual relationship and legitimate expectation that the Authority would not deprive rights arbitrarily.
