The Tribunal held that s53A(4)(a)'s rateable-value multiples prescribe only minimum compensation; reasonable compensation must reflect the tenant's actual loss measured by the value of the tenant's expected future use of the tenancy plus disturbance costs. Past occupation or sentimental attachment is not a monetary measure. The Tribunal applied a profit-rent capitalisation method (capitalising assessed profit rent over 4.5 years at 13% = 3.3 years purchase) plus a disturbance allowance to determine awards.
