The appeal is dismissed because the Medical Council rightly found charge (1) proved: it accepted the patient as credible, rejected Dr. Fong’s account as inconsistent with contemporaneous documentary records and inherently improbable, and any misdirection on standard of proof did not vitiate the decision given the Council applied an appropriately demanding evaluation of evidence for a serious charge.
