The letter of 26 May 1984 constituted acceptance of the appellant's application and created a bilateral contract: the appellant promised to surrender the listed Land Exchange Entitlements (subject to the Government being satisfied as to title) and to pay cash and interest for any proven deficiency, while the Government promised to release the Developers' debt; no deficiency was established because absence of original Letters B did not prove lack of title, so the appellant could not withdraw and pay cash.
