Refusal to extend time was justified because the applicant's delay (over three years) was unexplained, he failed to show any realistic prospect of success or any demonstrable public law error by the Board, and the Board's adverse credibility findings and reliance on the evidence before it were lawful given the applicant's failure to attend the hearing and to update his address; judicial review would in effect be a re-hearing which is not permissible absent error of law or procedural unfairness.
