The appellant's admitted bookmaking of HKD 622,000 over six days constituted more than a minor operation and warranted imprisonment; disparity with the co-accused was unfounded on the presented facts; mental illness caused by arrest did not outweigh the seriousness of the offence; a reduced guilty plea discount was appropriate given the factual voir dire, and therefore the sentence should be reduced from 4 months to 3 months imprisonment.
