The statutory language of s.4(17) and s.17C is plain and applies to the appellant's conduct: political collections without the Director's permit and failure to produce identity on lawful demand are offences; late receipt of a refusal is not an excuse; the series of pushing, pulling and public announcement constituted a single enterprise of obstruction; convictions on all three informations are supported and must stand.
