The court held that s4(17) of the Summary Offences Ordinance prohibits organising, providing equipment for, or participating in any collection of money in a public place; that conduct at a physical street stall which included prominent signage referencing donations, QR codes linking to donation platforms, and active oral solicitation constituted organising/participating/providing equipment for a collection in a public place notwithstanding that electronic platforms were used to receive funds, and therefore the appellant's conviction under s4(17) was properly made and is upheld.
