The Tribunal refused to admit further evidence, held that the five sale comparables remained usable subject to a 30% adjustment for planning enforcement risk where appropriate, adopted a revised direct sales unit rate of HKD 2,100 per sq.m. (preferring direct comparison), accepted the investment approach only as a corroborative check (yield 10% producing HKD 2,480 per sq.m.), and varied the compensation to HKD 9,570,000.
