Police powers under the warrant are limited to investigation within the colony; they may not send seized documents or copies outside Hong Kong or permit their examination by persons not directly concerned with the local investigation without the plaintiff's consent because territorial limits and loss of effective judicial control render such disclosure an abuse of power; accordingly declaratory relief was granted restraining such disclosure.
