The Statement of Claim disclosed no reasonable cause of action because it failed to plead actionable negligence with particulars (only alleged delay and maladministration), did not establish the necessary duty of care to overcome established public policy immunity for policing investigative activities, and did not allege the requisite bad faith for misfeasance in public office; accordingly the strike out order was correctly upheld.
