Registration and compilation of the annual final register are not part of the election process for the purposes of s.30 Cap.367; therefore defects in registration do not constitute a material irregularity capable of being challenged by election petition. The statutory scheme gives exclusive recourse for registration disputes to the registration/revising process, and in any event the Registration and Electoral Office followed lawful procedures in compiling the 1995 Final Register; accordingly the petition fails and must be dismissed.
