The trial judge erred by starting at too high a sentencing point for the unusual facts; after assessing mitigating factors (guilty plea, personal circumstances, limited use and purpose of passports, absence of involvement in a passport racket) the appropriate custodial sentence is 9 months on each of Counts 1 and 6 to run concurrently, and the original 2-year concurrent sentences are substituted accordingly.
