Regulations do not form part of the parties' contracts of service where the Regulations expressly deny legal force and can be easily altered; there was no dismissal or implied agreement to accept reduced pay and therefore the unilateral 30% deduction implemented on 1 April 1976 breached the demarcators' contracts; carrying letters is lawful only where covered by the Post Office Ordinance exception for messengers carrying senders'/receivers' affairs and not for private demand letters.
