Section 69 provides sufficiently detailed, objective criteria for 'light oil' and 'motor spirit' so that no separate subsidiary legislation prescribing the test procedure is required; 'prescribed' in context relates only to the manner of testing by the Government chemist. Given the admissions and expert evidence that the oil met the statutory criteria, the convictions were lawful and the appeal is dismissed.
