The Court upheld the Medical Council's factual findings because there was ample corroborative evidence (practice of introducing doctors to clients, only two doctors at the Shatin branch, course of treatment and subsequent change of doctor, patient and mother's testimony and medical records) to identify the appellant as the treating doctor and to conclude he prescribed the medicines; the Medical Council lawfully exercised its discretion under Reg.31(1) to admit and weigh evidence and its credibility determinations were not unreasonable or unsafe, so the conviction and sanctions were affirmed.
