The magistrate's fines were in many cases manifestly excessive; the court substituted reduced fines because the substantive offences commonly were either practising medicine without registration or managing an unregistered clinic and associated possession offences were generally ancillary and warranted nominal fines except where quantity or supplier conduct made the offence serious; previous convictions justify higher substituted fines; one appellant's sentence was upheld where the offence was severe (large quantity and supplier conduct).
