The DMC governs the allocation of renovation charges because it binds all owners; the Sub-DMC binds only its parties and cannot be used by the Incorporated Owners to fix individual contributions against non-parties; accordingly the Incorporated Owners were entitled to pursue contributions according to the undivided shares in the DMC and the appeal was dismissed.
