The May 2007 letter amounted to a determination refusing to proceed unless the Director's questions were answered; the Director had taken irrelevant considerations into account in so doing and therefore acted unreasonably; the decision is quashed, mandamus issues to require further consideration and a declaration is made that a written receipt by Ho discharges the Government's obligation under PAO s.57.
