The statutory test in s.22(1)(b) was not met because the issues raised were confined to the applicant's individual case and did not involve questions of great general or public importance; the written submissions lacked merit and there was no basis under the 'or otherwise' limb to grant leave, therefore the Notice of Motion for leave to appeal to the Court of Final Appeal is dismissed.
