The Court refused leave to appeal to the Court of Final Appeal because, although Questions 1–3 raised issues of public importance, they were not reasonably arguable on appeal: Order 52 provides the proper procedure for civil contempts (including criminal contempt arising in civil proceedings) and does not require prior consultation with or joinder of the Secretary for Justice; the existing Order 52 procedure gives adequate vetting; Question 4 was fact‑specific. Consequently the defendants' applications for leave to appeal were dismissed.
