Because the plaintiff's case is founded on the disputed documents, fairness requires the defendant be permitted to inspect the originals in Hong Kong first; the PRC Data Security Law, on its face, relates to computer data and does not bar production of physical papers; the plaintiff did not plead any Mainland judgment or issue estoppel; therefore an inspection order (but not immediate forensic examination) is necessary and appropriate, and the master's order is set aside in part to grant such inspection with no order as to costs.
