The Tribunal held that the relevant date is when the Valuation List comes into effect (1 April 1977); evidence of actual rentals during and after the projection period is admissible (Bwllfa principle); the Commissioner erred as a matter of law by refusing to take into account post-projection rentals when those facts were known; a projection may be varied on appeal if the projection is materially erroneous; on the facts the Commissioner's projection was excessively low and the agreed hindsight valuations must be adopted.
