The court held that BOR14 family-protection rights between these siblings were not engaged because there were no demonstrable close personal ties; BOR14 privacy rights were engaged by the arrangement but any restriction was prescribed by law and proportionate because the Director’s placement decisions—grounded in statutory powers, welfare assessments, clinical reports and practical constraints—served the children’s best interests; accordingly freeing orders for the 6th and 7th children and adoption orders for the 4th and 5th children were justified and there was no breach of BOR14.
