Grant leave because, on a holistic welfare assessment, the children are of sufficient age and maturity and have expressed clear, considered wishes to relocate; the Father's motivation and proposals are genuine, well researched and practicable; the Social Investigation Report supported relocation; there was no demonstrated incapacity in the Father nor current need for psychological or psychiatric evaluations; status quo was not determinative and generous access arrangements and safeguards were ordered to protect the Mother's continuing relationship with the children.
