An organized gathering in a public place convened without the statutory police licence under Cap.245 is a public meeting deemed unlawful; participants who, after being warned, remain without lawful authority or reasonable excuse commit an offence under s.12(3); presenting a petition en masse did not amount to a reasonable excuse and the magistrate correctly convicted and bound over the appellants, so the appeals are dismissed.
