The application for ad hoc admission is allowed because the overriding public interest favors admission: the constitutional issues raised are unusually difficult and of great general importance with likely appellate significance; the applicant's special expertise will materially assist the court and the development of local jurisprudence; the DPP's professional judgment in assembling the best prosecution team is entitled to weight; and admission will not unduly prejudice equality of arms or the integrity of the local Bar.
