Applications dismissed because applicant failed to satisfy the mandatory statutory condition that the Tribunal be able to determine when rebuilding works should commence and finish (ss53A(2)(b)/119F(2)(b)); the 1984 informal transfer was found to effect a surrender by operation of law creating a new tenancy governed by Part IV, so sub‑tenants became direct tenants under s119P(8); estoppel argument failed for lack of clear evidence and absence of landlord reliance; therefore Tribunal could not fix the required dates and possession for redevelopment could not be granted.
