The Council's notification of 1 September 2003 was legally inadequate because it failed to state specific reasons for rejection as required by statute and the Rules; however on the substantive issue the Council acted reasonably in declining to recognise hospital administration as a profession because hospital administrators lacked specialized training, a registration system and a disciplinary code, so the Council's rejection of the applicant's registration was upheld.
