Leave refused because the applicant's proposed grounds were not reasonably arguable: the deportation order, while in force, invalidated permissions and disqualified the detention and waiting periods from counting as ordinary residence under s2(4)(a) and s20(7) IO; the suspension only commenced on 23 February 2012 and continuity was broken on revival, and no legitimate expectation arose from an internal memo to alter that analysis.
