The writ and the consent Order are registrable as a lis pendens under Cap.128 because the outstanding mandatory relief (removal of an external staircase that is the exclusive access to the 2nd floor) entails works affecting the Building and Lot and therefore may prejudice subsequent purchasers; registration is proper even against properties of applicants who were parties to the consent order because they remain under an obligation to do something to the land and the obligation is not spent.
