The definition of 'street' in the Building (Planning) Regulations applies for the Regulations' purposes; the foot-bridge is not a 'street' in that sense and the substantial wide and deep nullah separates the site from Borrett Road so the site does not abut a street of 4.5 m or more and regulation 19 correctly applies; accordingly the Building Authority's determinations under regulation 19 are upheld and the plaintiff's originating summons fails.
