Given the Tam Group's withdrawal of opposition and its neutral stance, the court exercised its broad discretion to prefer the clear wishes of the substantial trade creditors to appoint a COI; the appointment was necessary to assist court supervision of liquidators and to avoid undue cost and delay, therefore the Master's orders refusing COIs were set aside and COIs of five members were ordered for each company.
