The Court allowed the appeal and set aside the Tribunal's Determination and sentencing Decision because the Tribunal failed to address whether the substantial hearsay evidence (statements of numerous clients) should be admitted and, if admitted, what weight to give it under Part IV of the Evidence Ordinance and the SDTPR directions; that procedural defect deprived the Court of the necessary factual and legal basis to uphold the convictions and justified remittal to a differently constituted Tribunal for reconsideration.
