Consolidation order was improperly made because HCAL 1660 had been finally dismissed and the Deputy Judge was functus on that matter; on the merits there were no viable public law grounds to disturb the Board's adverse credibility findings and the intended appeals were without merit; accordingly the consolidation order was set aside and the appeals/delay applications dismissed.
