Because the statutory scheme was amended before sentence, the appellant had to be sentenced under the reduced maximum of 3 years; on the agreed facts the appropriate starting point was 2.5 years and after discount for the guilty plea the sentence should be reduced from 4 years to 2 years imprisonment.
