The court granted the parental order and extended the time by nine months because the welfare of the twins was the paramount consideration, the delay was relatively short and caused by genuine difficulty and no bad faith, the Applicants acted in good faith, the surrogate consented, and the RMB300,000 payment—though including agency profit—was not so disproportionate or tainted as to offend public policy; accordingly the expenses were retrospectively authorised and a parental order was made.
