The NPC Standing Committee validly interpreted Articles 22(4) and 24(2)(3) of the Basic Law; that Interpretation is binding and has effect from 1 July 1997 thereby validating the original verification scheme and the time‑of‑birth limitation; the Director's removal orders made in February 1999 did not involve a relevant error of law because there was no enforceable statutory duty to consider humanitarian or other discretionary matters in the circumstances and the Director lawfully acted under s.19(1)(b)(ii) and s.2AA(1); accordingly the appeal is allowed and the removal orders are restored.
