Applicants failed to identify a properly crystallised constitutionally protected right under Art 36 as applied to the pre‑existing QPS and in any event the Refined QPS pursued legitimate societal aims, was rationally connected to those aims, was not manifestly without reasonable foundation and did not impose an unacceptably harsh burden; accordingly extension of time and leave for judicial review are refused and the substantive challenge fails.
