Refusal to extend time and dismissal of the leave application: the applicant was almost three months late with no explanation; the intended challenge disclosed no reasonably arguable error of law or procedural unfairness in the Director's or Board's decisions, which had lawfully found the risk to be localized and that state protection and internal relocation were available; therefore there was no prospect of success and no good reason to extend time.
